he signed the bill to erect a war dog memorial at lackland air force base. john burnham deserves so much credit. he got the private sector to pay for the memorial at lack lunde air force base. so the dogs that mr. yoho and others have spoken about tonight will never be forgotten. there is a memorial for them and the work they've done for this country. i want to say that to me, of all the things i've been in congress 20 years, but when you touch a dog, you touch a child. and these dogs have done so much to save the children who are now soldiers and marines and airmen and navy, to save those people from being killed by i.e.d.'s and the enemy. thank you for putting this together and i thank god that we can always remember that an animal is a gift from god. mr. yoho: i love that story. that's a great story. and what you touched about is the loyalty, the trust, the integrity of these working dogs, not only in the work they do but when they come back home. it is unconditional love and loyalty. we should take a lesson from that. mr. jones: amen. mr. yoho: i would l

lackland is the center for all the training of these dogs that help our men and women in uniform. through the years i have been in congress, i've had the pleasure and honor to talk to many military dog handlers, some that go back to the vietnam war, some to desert storm and certainly many who have been in iraq and afghanistan. these dogs are so valuable because they are trained to sniff out the i.e.d.'s that kill so many and maim so many of our wonderful men and women in uniform. these dogs themselves many times are wounded and many times killed. but as i had a soldier tell me one time, yes, it break misheart, this has become my friend, this has become my buddy, but you know what? my buddy is willing to give his life for me so that i can continue to serve this nation. i bring that story forward, madam speaker, because these dogs are truly heroes. these dogs are truly valuable to the national security of our country. i have beside me a poster that has the dog named lex. lex is look at the headstone of his master, marine corporal dustin lee, killed by a rocket propelled grenade in i

aberdeen, tailhook, the academies, lackland, all of these are happening under our watch and we found it acceptable to hold hearings, to bring the brass up here, have them say the right words, zero tolerance, and then we would go about our business. that is not good enough, and while the ndaa has some good fixes on the end of the process, we still have much to do on the front end. there is a reason why there are 26,000 sexual assaults and rapes a year in the military and only 3,300 have the guts to come forward. it's because if you come forward you're retaliated against. some 63% are retaliated against, and of those 3,300 that report, only 500 of those cases are going to go to court marshall and only 200 will -- court marshal and only 200 will end up in a conviction. why report? because the odds of getting justice are just not there, and that's why it is important for us to have a debate on this house floor about taking these cases out of the chain of command. if it's in the chain of command, then you have the potential of having the assailant be the person making the decision or the
